India's livestock sector has a new compliance rule. The Ministry of Fisheries, Animal Husbandry and Dairying has notified the Animal Feeds and Feed Ingredients (Quality Control) Order, 2026 (S.O. 5576(E), dated 7 October 2026), making the ISI mark for animal feed ingredients compulsory for three key products. The order was published in the Gazette of India on 12 October 2026 and comes into force from that date.
It affects the whole supply chain — DCP producers in India and abroad, mineral-mixture brands, dairy cooperatives and feed distributors. Like other BIS ISI (Scheme-I) products, certification needs a factory audit and lab testing, not self-declaration.

📜 Which Feed Ingredients Need the ISI Mark?
| Sr. | IS Number | Product / Scope |
|---|---|---|
| 1 | IS 1664 | Mineral mixtures for supplementing cattle feeds |
| 2 | IS 5470 | Dicalcium Phosphate (DCP), animal feed grade |
| 3 | IS 920 | Common salt and cattle licks for animal consumption |
Mineral mixtures (IS 1664) supply calcium, phosphorus and trace minerals that support milk yield, fertility and growth. Feed-grade DCP (IS 5470) is a major calcium and phosphorus source, used directly or as an input to mineral mixtures. Salt and lick blocks (IS 920) provide sodium and chloride for normal physiological function.
📌 Only three products are covered. Cottonseed and mustard oilcakes appeared in the December 2024 draft but are not in the final 2026 order. The latest version of each Indian Standard, including amendments, applies.
⏱ Compliance Deadlines
Micro and small enterprises are defined under the MSMED Act, 2006. Keep your Udyam registration ready to claim the later timeline.
🛡 What the Order Means for Each Stakeholder
- Indian manufacturers need a BIS licence for each manufacturing unit, a working in-house lab and trained QC staff before the deadline.
- Foreign manufacturers of DCP or mineral premixes must obtain a licence under BIS FMCS, appoint an Authorised Indian Representative and host a BIS factory inspection.
- Importers and traders cannot clear or sell non-certified consignments after the deadline. Check that the supplier's licence covers the exact product, grade and factory.
- Mineral-mixture brands that buy DCP should source ISI-marked DCP and certify their own finished mixture under IS 1664.
- Dairy cooperatives and feed buyers should update purchase specifications to require ISI-marked products with a valid CM/L number.
📋 BIS ISI Certification Process
- Gap analysisCompare your product, raw materials and in-house testing against IS 1664, IS 5470 or IS 920.
- Set up the in-house labInstall and calibrate equipment to run the routine tests in the BIS scheme of inspection and testing.
- File the online applicationApply on the BIS Manak Online portal with factory details, QC records and fees — plus AIR documents for foreign manufacturers.
- Factory inspectionA BIS officer audits the plant, process controls and lab, and draws samples. See our factory audit checklist.
- Independent sample testingSamples are tested at a BIS or BIS-recognised laboratory against the applicable standard.
- Licence grant and ISI markOn satisfactory audit and test results, BIS grants the licence and you can mark products with the ISI mark and CM/L number.
📂 Importer & Buyer Compliance Checklist
- Ask suppliers for their BIS licence number and check its status
- Confirm the licence covers the correct IS standard and factory address
- Check that the ISI mark and CM/L number are printed on every pack
- Plan stock so non-certified inventory is cleared before your deadline
- Add BIS certification clauses to supply contracts
- For foreign suppliers, confirm their AIR in India
⚠ Penalties for Non-Compliance
Foreign plants usually need more time because of overseas inspection logistics. With the first deadline about five months away, applications should be filed now.
