BIS ISI Certification for Domestic LPG Gas Stoves in India (IS 4246)

Every domestic gas stove sold in India for use with LPG has to carry the ISI mark under IS 4246. This guide covers the Quality Control Order, what BIS tests, the licensing route for Indian and foreign makers, and the mistakes that delay a licence.

Published: November 2026 Reading Time: 9 min Scheme: BIS Scheme-I (ISI Mark)

The kitchen gas stove is one of the most safety-critical appliances in an Indian home. It handles a pressurised, flammable fuel next to an open flame, every day. That is why BIS made the ISI mark compulsory for domestic LPG stoves, and why both manufacturers and importers need a valid BIS licence before the product reaches a shop, a distributor or an online marketplace.

The governing standard is IS 4246:2002 — Domestic Gas Stoves for use with Liquefied Petroleum Gases. It applies to single-, two-, three- and four-burner stoves, stainless-steel and glass-top designs, and manual or auto-ignition models alike.

📌 Under the Domestic Gas Stoves for use with Liquefied Petroleum Gases (Quality Control) Order, 2019 — S.O. 4345(E) dated 3 December 2019 — no person may manufacture, import, sell, distribute, store or hire out a domestic LPG gas stove that does not conform to IS 4246 and carry the Standard Mark (ISI) under a BIS licence.

🛡️ What Is BIS ISI (Scheme-I) Certification?

BIS Scheme-I is the ISI mark scheme under the BIS (Conformity Assessment) Regulations, 2018. Unlike the Compulsory Registration Scheme (CRS) for electronics, where a lab report supports a registration, ISI certification is a licence granted to a specific factory after product testing and a physical inspection of the manufacturing and testing facilities. After grant, the licensee marks every unit with the ISI mark and its CM/L licence number and stays under BIS surveillance (market and factory samples).

For domestic LPG gas stoves, that means the licence belongs to the factory that actually makes the product. Brand owners and importers cannot hold it in their own name for goods made elsewhere. See our ISI vs Standard Mark vs CRS comparison for how the schemes differ.

📜 The Governing Order & Amendments

  1. Domestic Gas Stoves for use with Liquefied Petroleum Gases (Quality Control) Order, 2019S.O. 4345(E) dated 3 December 2019

The QCO applies equally to Indian manufacturers and to foreign manufacturers exporting to India. Imported stoves without the ISI mark can be held at customs, and e-commerce platforms routinely delist uncertified listings.

📘 Indian Standard Covered (1)

The complete list of Indian standard BIS lists for this category under Scheme-I:

Sr.IS NumberProduct / Scope
1IS 4246:2002Domestic Gas Stoves for use with Liquefied Petroleum Gases
Edition check: One standard covers the whole product family. Models are grouped into series by burner count, body material and ignition type, and a single licence can cover several models once they are declared and representative samples are tested.

🔬 What BIS Testing Verifies for Lpg Gas Stoves

Testing is carried out at a BIS-recognised laboratory (or under BIS supervision), and the same parameters are re-checked during surveillance. The key areas for domestic LPG gas stoves:

Gas soundness & leakage

The gas circuit, valves and joints are pressure-tested for leakage. This is the single most important safety check.

Thermal efficiency

Burners must reach the minimum thermal efficiency set by IS 4246 (commonly cited as 68% for LPG burners). Check the figure against the current edition.

Burner rating & heat input

The declared heat input of each burner is verified and must fall within the permitted tolerance.

Flame stability

No flash-back, flame lift-off, yellow tipping or extinction at normal and reduced gas rates.

Combustion quality

Carbon monoxide in the flue products is measured against the CO limit in the standard.

Surface temperature

Knobs, controls and the body must stay within touch-safe temperature limits during operation.

Valve endurance

Gas cocks and valves go through repeated on/off operation cycles, then are re-checked for leakage and torque.

Construction & marking

Material, stability, pan-support strength, nozzle marking and the stove's marking and instruction requirements.

BEE star labelling is a separate obligation. Domestic LPG stoves are on the BEE list of mandatory star-label equipment. The BEE label rates energy (thermal) efficiency, while the ISI licence covers safety and performance against IS 4246. You need both, and one does not replace the other. Stoves for piped natural gas (PNG) fall under a separate QCO and standard, so a dual-fuel range needs both checked.

🧭 Step-by-Step ISI Licensing Process

  1. Scope & standard mappingConfirm every model is within the QCO, map it to its IS number and current edition, and group models into a series for testing.
  2. Set up in-house testingInstall the equipment and trained staff needed for the routine tests in the BIS Scheme of Testing & Inspection (STI) for the standard.
  3. Product testingGet representative samples tested against the full standard at a BIS-recognised lab and draw a complete test report.
  4. Online applicationIndian factories apply on Manakonline. Foreign factories apply under FMCS, which went online in June 2026, with an Authorised Indian Representative. Pay the application and processing fees.
  5. Factory inspectionA BIS officer audits production, raw-material control and in-house testing, witnesses tests and draws samples. Use our factory audit checklist to prepare.
  6. Licence grantOn satisfactory results, BIS grants the licence (CM/L number). Foreign manufacturers also furnish the performance bank guarantee required under FMCS.
  7. Marking & surveillanceApply the ISI mark with the CM/L number, pay the annual marking fee, keep test records, and renew the licence before expiry.

⏱️ Timeline & Validity at a Glance

Timelines depend mainly on how complete the first file is and how quickly the factory inspection can be scheduled. For foreign factories, inspection scheduling and officer travel usually decide the overall timeline. Every BIS query adds time, so a clean, complete first submission is the biggest lever you have.

⚠️ Common Mistakes That Delay a Lpg Gas Stove Licence

Confirm the current position before you file: This guide reflects the BIS Scheme-I listing as checked in November 2026. QCOs, amendments, standards and fees are revised from time to time, so verify the current order, standard edition and fee schedule on bis.gov.in, or with us, before testing or applying.

❓ Frequently Asked Questions

Is ISI mark mandatory for LPG gas stoves in India?

Yes. Under the Domestic Gas Stoves for use with LPG (Quality Control) Order, 2019, every domestic LPG stove must conform to IS 4246 and carry the ISI mark under a valid BIS licence.

Which Indian Standard applies to gas stoves?

IS 4246:2002 — Domestic Gas Stoves for use with Liquefied Petroleum Gases. Always confirm the current edition and any amendments before testing.

Do glass-top gas stoves need ISI certification?

Yes. The QCO covers domestic LPG stoves regardless of body material, so glass-top, stainless-steel and other designs all need the ISI mark.

Is BEE star rating also required for gas stoves?

Domestic LPG stoves are on BEE's mandatory star-label list. BEE labelling is separate from the BIS ISI licence and has to be obtained in addition to it.

Can a foreign manufacturer get an ISI licence for gas stoves?

Yes, through BIS's Foreign Manufacturers Certification Scheme (FMCS). This needs an Authorised Indian Representative, testing, and a factory inspection by BIS officers.

How long does ISI certification for gas stoves take?

Typically 30–60 days for an Indian factory with a complete file, and around 4–6 months for a foreign factory, mostly driven by inspection scheduling.

🏆 Why Choose Global Approbation
