BIS ISI Certification for Flashlights & Torches in India (IS 2083:2024)

Flashlights came under compulsory BIS certification in 2025. A huge share of torches sold in India is imported, so this new QCO hits importers hardest. Here is the standard, the QCO, the tests and the route to an ISI licence.

Torches are a high-volume, low-price product, and a large share of what is sold in India comes from overseas factories. That makes the Flashlight QCO one of the more disruptive recent orders for importers. Without a BIS licence held by the actual manufacturing factory, consignments cannot be cleared and listings cannot stay live.

The standard is IS 2083:2024 — Flashlight — Specification, the revised edition that BIS lists under the QCO. It applies to handheld flashlights and torches used for general household and personal lighting.

📌 Under the Flashlight (Quality Control) Order, 2025 — S.O. 501(E) dated 28 January 2025 — flashlights must conform to IS 2083:2024 and carry the ISI mark under a BIS licence before they are manufactured, imported, sold or distributed in India.

🛡️ What Is BIS ISI (Scheme-I) Certification?

BIS Scheme-I is the ISI mark scheme under the BIS (Conformity Assessment) Regulations, 2018. Unlike the Compulsory Registration Scheme (CRS) for electronics, where a lab report supports a registration, ISI certification is a licence granted to a specific factory after product testing and a physical inspection of the manufacturing and testing facilities. After grant, the licensee marks every unit with the ISI mark and its CM/L licence number and stays under BIS surveillance (market and factory samples).

For flashlights and torches, that means the licence belongs to the factory that actually makes the product. Brand owners and importers cannot hold it in their own name for goods made elsewhere. See our ISI vs Standard Mark vs CRS comparison for how the schemes differ.

📜 The Governing Order & Amendments

  1. Flashlight (Quality Control) Order, 2025S.O. 501(E) dated 28 January 2025
  2. Order for Goods & Articles Exemption against ImportS.O. 775(E) dated 13 February 2026
  3. Order for Goods & Articles Exemption against PurchaseS.O. 776(E) dated 13 February 2026

BIS also lists two February 2026 exemption orders (against import and against purchase) under this category. They set out limited, condition-based exemptions. Read the exact conditions before relying on one, because a normal commercial import for resale will generally still need the ISI mark.

📘 Indian Standard Covered (1)

The complete list of Indian standard BIS lists for this category under Scheme-I:

Sr.IS NumberProduct / Scope
1IS 2083:2024Flashlight — Specification
Edition check: Confirm with your lab that testing is to the 2024 edition. Models are usually grouped by body material, light source, battery type and switch design, and each variant has to be declared on the licence.

🔬 What BIS Testing Verifies for Flashlights

Testing is carried out at a BIS-recognised laboratory (or under BIS supervision), and the same parameters are re-checked during surveillance. The key areas for flashlights and torches:

Construction & dimensions

Body, lens, reflector and battery compartment design and dimensions.

Light output / beam

Light output and beam performance against the requirements for the declared class.

Switch performance

Switch endurance over repeated operating cycles without failure.

Mechanical strength

Drop and impact resistance of the body and lens.

Battery contacts

Contact integrity and resistance to corrosion and battery leakage.

Marking & packaging

Manufacturer identification, battery type and polarity marking, and ISI mark placement.

Batteries and chargers can need separate approvals. If the torch uses a rechargeable lithium-ion cell or pack, the cell or battery usually needs its own BIS CRS registration under IS 16046. A built-in charger or USB adapter can also bring in further electrical requirements. Map every component before testing.

🧭 Step-by-Step ISI Licensing Process

  1. Scope & standard mappingConfirm every model is within the QCO, map it to its IS number and current edition, and group models into a series for testing.
  2. Set up in-house testingInstall the equipment and trained staff needed for the routine tests in the BIS Scheme of Testing & Inspection (STI) for the standard.
  3. Product testingGet representative samples tested against the full standard at a BIS-recognised lab and draw a complete test report.
  4. Online applicationIndian factories apply on Manakonline. Foreign factories apply under FMCS, which went online in June 2026, with an Authorised Indian Representative. Pay the application and processing fees.
  5. Factory inspectionA BIS officer audits production, raw-material control and in-house testing, witnesses tests and draws samples. Use our factory audit checklist to prepare.
  6. Licence grantOn satisfactory results, BIS grants the licence (CM/L number). Foreign manufacturers also furnish the performance bank guarantee required under FMCS.
  7. Marking & surveillanceApply the ISI mark with the CM/L number, pay the annual marking fee, keep test records, and renew the licence before expiry.

Timelines depend mainly on how complete the first file is and how quickly the factory inspection can be scheduled. For foreign factories, inspection scheduling and officer travel usually decide the overall timeline. Every BIS query adds time, so a clean, complete first submission is the biggest lever you have.

⚠️ Common Mistakes That Delay a Flashlight Licence

Confirm the current position before you file: This guide reflects the BIS Scheme-I listing as checked in November 2026. QCOs, amendments, standards and fees are revised from time to time, so verify the current order, standard edition and fee schedule on bis.gov.in, or with us, before testing or applying.

❓ Frequently Asked Questions

Is ISI mark mandatory for flashlights in India?

Yes. Under the Flashlight (Quality Control) Order, 2025, flashlights must conform to IS 2083:2024 and carry the ISI mark under a BIS licence.

Which standard applies to torches?

IS 2083:2024 — Flashlight — Specification.

Can an importer get the BIS licence in its own name?

No. The licence is issued to the manufacturing factory. A foreign factory applies under FMCS with an Authorised Indian Representative, and the importer then sells the licensed product.

Do rechargeable torches need anything extra?

Usually yes. A lithium-ion cell or pack generally needs BIS CRS registration under IS 16046, separate from the ISI licence for the flashlight.

What are the February 2026 exemption orders?

BIS lists import and purchase exemption orders (S.O. 775(E) and 776(E), 13 February 2026) against this category. They are condition-based, so check the exact text before relying on one.

How long does ISI certification for flashlights take?

Around 30–60 days for an Indian factory and roughly 4–6 months for a foreign factory under FMCS.

🏆 Why Choose Global Approbation

Since 1997 we have managed BIS ISI, CRS, BEE, WPC and EPR approvals for Indian manufacturers and for overseas factories exporting to India. For flashlights and torches we handle standard mapping, lab coordination, the Manakonline or FMCS application, AIR services for foreign factories, factory-audit preparation and post-licence surveillance support, all through a single point of contact.
