If a BIS CRS application is going to be delayed or rejected, the reason is almost always paperwork. Wrong format, wrong version, expired trademark, mismatched factory address, or missing critical component certificates — these simple errors cost manufacturers weeks of re-work. This guide lists the complete set of documents required for BIS CRS registration as of 2026, how to prepare each, and the common mistakes to avoid.
The list applies to both Indian and foreign manufacturers applying for BIS CRS under the Compulsory Registration Scheme for electronics, IT products, lighting, batteries, and other notified categories. Foreign manufacturers have a few additional documents, which we flag.
📋 Core Application Documents
- Form VI — the formal BIS CRS application form, signed and dated by the applicant
- Declaration of Conformity — self-declaration that the product conforms to the applicable Indian Standard
- Product test report — from a BIS-approved laboratory, against the correct IS standard and current amendment
- Trademark certificate or TM application — covering the brand name that will appear with the R-number on the product
- Factory address proof — utility bill, lease agreement, or factory licence
- Company registration — incorporation certificate / GST registration for Indian entities
- User manual and product specification sheet
- Critical components list with supplier and certification details
- Product photographs showing all variants and the label/marking location
📌 Form VI must be signed by a person with signing authority — typically a director, CEO, or authorised signatory as per the company's board resolution. A mismatch between the signatory on Form VI and the authorised signatory list is a common audit trigger.
🏭 Factory Address Proof Accepted
Utility Bill
Electricity, water, or municipal tax bill in the factory's name, dated within the last 3 months.
Lease Agreement
Registered lease on factory premises, valid for at least the duration of the CRS application review.
Factory Licence
State factory licence or shop-and-establishment licence, with the correct address matching all other documents.
🌐 Additional Documents for Foreign Manufacturers
Foreign (non-Indian) manufacturers applying for BIS CRS must additionally provide:
- AIR appointment letter — formal Authorised Indian Representative designation on company letterhead
- AIR authorization agreement — signed contract between the foreign manufacturer and Indian representative, sometimes notarised and apostilled
- AIR entity registration — proof that the AIR is an Indian entity (company registration, GST)
- Manufacturer's legal status proof — company registration from the home jurisdiction
- Power of attorney granting the AIR authority to file applications and receive correspondence
🔬 Test Report Requirements
- Lab Must Be BIS-ApprovedTest reports from NABL-only labs or overseas labs without BIS empanelment are not accepted for CRS applications.
- Standard Must Match QCOThe IS standard version cited in the test report must match the version referenced in the current QCO, including amendments.
- All Parameters Must Be CoveredIncomplete test coverage is a rejection trigger. Confirm every clause of the IS is tested or marked "not applicable" with justification.
- Sample TraceabilityThe test report must be traceable to physical samples with clear identification — model number, serial number, batch number.
- Report ValidityTest reports are generally acceptable within a reasonable validity window; stale reports may be questioned.
🔗 Critical Components List
Most electronic products carry a BIS requirement to submit a critical components list. A critical component is one whose failure affects safety or compliance — power supply, battery, thermostat, switch, safety capacitor, surge protection device, and so on. For each critical component, provide:
- Component name, type, and electrical rating
- Manufacturer and country of origin
- Certification reference — BIS R-number, IEC CB certificate, or UL certificate
- Compatibility test reports if the component does not have direct BIS certification
☠️ Common Document Mistakes
Frequent issues that trigger BIS CRS query letters: trademark applied for but not yet registered (must be at least filed and the filing receipt provided), factory address on test report different from utility bill (must match exactly), user manual in a draft version that doesn't match the produced product, missing critical component certificates for power supply modules, and mismatched model numbers between Form VI, test report, and product photos. Every one of these is fixable — but fixing it costs 2–4 weeks per query round.
📁 Best Practice: Build a Document Master File
The fastest-moving manufacturers build a master document file per product family before filing any CRS application. The master file contains the most recent versions of every document type above, cross-referenced with version numbers and dates. When a fresh CRS application is needed, pulling from the master takes hours instead of days. For manufacturers with dozens of SKUs under CRS, this organisational discipline compounds into meaningful time and cost savings over a multi-year product lifecycle.
