With the Bureau of Indian Standards making FMCS application filing 100% online from 1st June 2026, every foreign manufacturer must learn to navigate the new digital workflow on manakonline.in. This blog provides a click-by-click walkthrough — covering account creation, organisation profile completion, the 9-section new licence form, fee payment and final submission to BIS.
Use this guide as a reference when preparing your own online FMCS file or briefing your Authorised Indian Representative (AIR).
🌐 Before You Begin: Pre-Filing Checklist
Have these ready before opening the Manakonline portal — it makes the online filing experience far smoother:
- Corporate email ID (generic, not personal — cannot be changed once registered)
- International mobile number with country code (for OTP verification)
- Indian Representative's full name, email, mobile and PAN (Indian)
- Factory address, business licence and trade licence (scanned PDF)
- Process flow chart, factory layout plan and machinery list (PDF / Excel)
- In-house Form-IV test report and raw material conformity evidence
- Brand / trademark certificate and label artwork
- Bank account details for the offline USD payment route
📌 Every uploaded file must be PDF or Excel and must not exceed 20 MB per file. Compress large layout plans before upload.
🔐 Step 1: Create Your Manakonline Account
- Visit the portalOpen www.manakonline.in and click the FMCS tile from the home screen.
- Click "Create Account"This opens the Registration Form. Existing applicants can directly sign in using their credentials and captcha.
- Fill the Registration FormEnter email (carefully — cannot be changed later), confirm email, password (8–20 chars, with uppercase, special character and numeric), name, DOB, mobile, Indian Representative name & email, nationality, ID card and hint question.
- Submit and check email + mobileA verification link arrives in your email; a confirmation message also goes to your mobile number.
- Click the verification linkThe portal shows "You are Verified Successfully" — the account is now active and you can sign in.
👤 Step 2: Login & Open the FMCS Dashboard
Return to manakonline.in, sign in with your username, password and captcha. After login, click the FMCS tile to land on the Applicant Dashboard. The dashboard shows User Guidelines, Organisation Profile (initially 0% complete), New Licence Application, Submitted Applications, Licences, Draft Applications and Payment Receipt.
🏢 Step 3: Complete Your Organisation Profile
Click the Organisation Profile section. Fill firm / office / factory details accurately — wrong or inconsistent details are a leading cause of rejection later.
Firm / Office Details
Firm name, CEO name, country, address 1/2, city, PIN, address proof, firm email, mobile and landline.
Registration Details
Sector (private / public), scale (large / MSME), business licence proof, registration number and date of registration.
Factory Details
Factory address, country, city, PIN, address proof type and document, manufacturer email and mobile.
Submit & Verify
After submission, "Profile updated successfully" alert appears and the dashboard shows Your Profile is 100% complete.
📝 Step 4: Apply for New Licence — Section by Section
Click Apply for New Licence on the dashboard. The application opens in 9 sequential sections. Information entered in any section is saved as a Draft automatically until the payment step.
- Application General InformationPre-filled from Organisation Profile. Confirm details, choose the Indian Standard (use "Please click here to know Standards" if IS number is not known), and enter product varieties with PDF brochures.
- Management DetailsTop management, AIR details (with nomination letter and residency status), correspondence person, technical / QA personnel, qualification documents and photos.
- Manufacturing ProcessRaw material with supplier and country, conformity declaration, hygiene / outsourcing details, process flow chart, layout plan, machinery list (BIS template) and annual production capacity.
- Packaging & Brand DetailsNature of packaging, marking, method of marking, label artwork, batch / serial numbering, brand / trademark details and consent to Terms & Conditions.
- Testing & InspectionDeclare in-house testing facility (Yes / No), upload List of Testing Equipment (BIS template) including glassware & chemicals.
- Test ReportsUpload in-house test report in Form-IV format (Scheme I, Regulations). Declare raw material conformity status.
- Declaration & UndertakingStatutory permissions, weekly off days, application signatory name / designation, authorisation letter (if any) and undertakings on cooperation and inspection readiness.
- Application PreviewReview every section. Click Back to edit any data before payment. After payment, the application is locked.
- Pay Application FeeSystem auto-calculates the INR fee. Pay equivalent USD offline (e.g., NEFT), then enter NEFT number, bank name, date, amount and upload the bank advice PDF.
💰 Step 5: Fee Payment & Submission
In the final fee section, the portal displays the BIS branch address, contact and email. The fee table lists Application Fee, Annual Licence Fee, Preliminary Inspection Charges, Minimum Marking Fee and IGST. MSME relaxation and the "Opt for Two Instalments" option may be visible — confirm with BIS / your consultant whether you qualify.
Choose Offline Payment, agree to the Terms & Conditions, then click Proceed to Payment. Enter NEFT number, bank name, date, amount and upload the bank advice. The portal shows "The Offline Payment submitted successfully along with Payment Details". Your application is now sent to BIS for further processing.
📊 Step 6: Track Application Status
Use the dashboard tiles — Draft Applications, Submitted Applications, Licences and Payment Receipt — to monitor progress. Any BIS query response can be filed from the dashboard with the relevant supporting documents.
