What exactly is an LMPC Certificate?
LMPC stands for Legal Metrology Packaged Commodities. The "LMPC Certificate" is the registration issued under Rule 27 of the Legal Metrology (Packaged Commodities) Rules, 2011 — by the Director of Legal Metrology (for importers) or the State Controller of Legal Metrology (for manufacturers/packers). Who is required to obtain LMPC Importer Registration?

No. Under Rule 6(1)(e) of the LMPC Rules, the Maximum Retail Price must be declared as "MRP ₹___ inclusive of all taxes". Any qualifier such as "Local Taxes Extra", "Plus GST", or stickering a higher price is a violation and attracts penalty under Section 36.
What is Model Approval and when is it needed?
Model Approval is a one-time central approval issued by the Director, Legal Metrology, for every model of weighing or measuring instrument before it can be manufactured, sold or used commercially in India. It is mandatory for weighing scales, fuel dispensers, water meters, taxi-meters, length measures, electronic scales, etc. Validity is typically 10 years.
Is a State packer registration required if I already have a Central Importer LMPC?
Yes — they cover different activities. The Central Importer Registration is for the act of importation. If you also re-pack, re-label or pre-pack within India, you additionally need a Manufacturer/Packer Registration from the State Controller of Legal Metrology where the packing unit is located.
What are the penalties for selling non-compliant pre-packs?
Section 36 of the Legal Metrology Act, 2009 prescribes a fine of up to ₹25,000 for the first offence, up to ₹50,000 for the second offence, and on third and subsequent offences imprisonment up to 1 year and/or fine up to ₹1,00,000. Customs may also detain non-compliant shipments and platforms can de-list the SKU permanently.
Can sticker labelling be used to comply with LMPC?
Yes — the LMPC Rules permit pre-printed stickering for imported pre-packed goods, provided the sticker is firmly affixed and not easily removable, contains all Rule 6 declarations and is applied before the goods are sold or delivered to a consumer. Stickering is commonly done in bonded warehouses or after Customs clearance.
Is country-of-origin labelling mandatory for imports?
Yes. Every imported pre-packed commodity must declare the country where the goods were manufactured or assembled. The declaration must be by name of country (not region or continent), in clearly legible letters, and conform to the GoI Press Note dated 23-July-2020 on country-of-origin disclosure on e-commerce platforms.
