Overview
Extended Producer Responsibility (EPR) for Used Oil is a regulatory framework introduced under the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023, notified by the Ministry of Environment, Forest and Climate Change (MoEF&CC) on 26th September 2023.
The framework makes Producers, Importers and Brand Owners (PIBOs) of base oil and lubricants legally responsible for the environmentally sound channelisation and re-refining of used oil generated from their products. It is implemented and monitored by the Central Pollution Control Board (CPCB) through a dedicated online portal — eprusedoil.cpcb.gov.in.
Registration Categories
CPCB issues separate registrations to different stakeholders in the used oil value chain. Choose the correct category based on your business activity.

Our Process

Create a verified login on eprusedoil.cpcb.gov.in using company PAN, GST and authorised signatory's mobile/email OTP verification.
Prepare KYC, brand list, manufacturing/import data, CTE/CTO (for Re-refiners), HW Authorization, undertakings, layout plans and process flow diagrams.
Fill the prescribed online form, upload all documents, declare EPR targets and pay the prescribed CPCB registration fee through the payment gateway.
CPCB scrutinises the application and may raise technical/document queries. We respond on your behalf with corrected files within stipulated timelines.
On approval, the digitally signed EPR Registration Certificate is generated on the portal — valid for 5 years and required for customs / B2B onboarding.
Re-refiners generate EPR Certificates against quantities re-refined. PIBOs purchase certificates to fulfil targets. We file mandatory annual returns.

Product Categories
EPR registration applies to all categories of base oil and lubricant products notified under Schedule VIII. Each category contributes to the total EPR target by weight (MT).
EPR Targets
CPCB has notified phased EPR targets for Producers, Importers & Brand Owners of base oil & lubricants. The target is calculated as a percentage of the quantity placed on the Indian market in the relevant base year.

📌 Note: Targets are gradually increasing as per CPCB's notified schedule and may be revised by MoEF&CC. Targets are expressed in MT (metric tonnes) of used oil to be channelised to registered Re-refiners.
