Producers, Importers and Brand Owners fulfill their target by purchasing EPR Certificates from CPCB-registered Re-refiners on the EPR portal. One EPR certificate = 1 MT of used oil channelised & re-refined. Certificates are tradable within validity.
What happens if I miss my EPR target? โŒ„
CPCB levies Environmental Compensation (EC) on the shortfall quantity. The EC is calculated per MT of unfulfilled obligation as per CPCB's notified rate. Continued non-compliance can result in suspension or cancellation of EPR registration and prosecution under the Environment (Protection) Act, 1986.
Can a Re-refiner operate without CPCB EPR registration? โŒ„
No. Even if you hold State Pollution Control Board (SPCB) Consent and HW Authorization, you cannot generate EPR Certificates or sell them to PIBOs without separate CPCB EPR Re-refiner Registration. PIBOs can only buy from CPCB-registered Re-refiners.
Is import of used oil into India permitted? โŒ„
No. Import of used oil and waste oil is prohibited under the Hazardous Waste Rules unless specifically permitted by MoEF&CC for re-refining purposes by registered Re-refiners with prior approval. EPR provisions apply primarily to virgin base oil & lubricant imports.
Are annual returns mandatory? โŒ„
Yes. Every registered entity (PIBO / Re-refiner / Collection Agent / Co-processor) must file an annual return on the CPCB portal by 30th June for the previous financial year, declaring quantities produced/imported/re-refined and EPR certificates traded.
Can a foreign lubricant brand register directly? โŒ„
