What is BIS Scheme X (OTR)?

The Bureau of Indian Standards (BIS) launched Scheme X on 16 March 2022 under the BIS Conformity Assessment Regulations, 2018. Its primary objective is to enable Indian and foreign manufacturers to obtain BIS certification for assemblies, sub-assemblies, machine tools and electrical equipment listed under Schedule II — allowing them to legally affix the BIS Standard Mark on their products for sale in India.

Scheme X is commonly referred to as OTR (Off-The-Shelf) certification because it is specifically designed for complex industrial products that are produced in smaller quantities or as bespoke configurations, where continuous production-line surveillance (as required under the ISI Mark scheme) is not practical.

Under Scheme X, BIS issues a Certificate of Conformity (CoC) for specific product models or batches, confirming that the product conforms to the applicable Indian Standard. The CoC allows manufacturers to use the BIS Standard Mark on certified products and is valid for 2 years.

  • Specifically designed for switchgear, machinery and industrial assemblies
  • Certificate of Conformity (CoC) valid for 2 years
  • Applicable to both domestic and foreign manufacturers
  • No mandatory ongoing factory surveillance (unlike ISI Mark)
  • Products tested at BIS-recognised or NABL-accredited laboratories
  • Enables lawful use of BIS Standard Mark on certified products

Frequently Asked Questions

Common questions about BIS Scheme X (OTR) certification for switchgear, machinery and industrial electrical equipment.

What is BIS Scheme X (OTR) certification?
BIS Scheme X, also known as Off-The-Shelf (OTR) certification, is a product certification scheme under the BIS Conformity Assessment Regulations, 2018. Launched on 16 March 2022, it enables manufacturers to obtain BIS certification for switchgear, machinery and electrical assemblies under Schedule II, issuing a Certificate of Conformity (CoC) valid for 2 years.
What products are covered under Scheme X?
Scheme X covers Schedule II products primarily including: low voltage switchgear and controlgear (circuit breakers, contactors, fuse switches), LV switchgear assemblies, motor control centres (MCC), power control centres (PCC), machinery and machine tools, control panels, variable frequency drives, industrial transformers and electrical equipment for industrial use.
What is a Certificate of Conformity (CoC) under Scheme X?
A Certificate of Conformity (CoC) is issued by BIS confirming that a specific product model or batch conforms to the applicable Indian Standard. It is valid for 2 years and allows the manufacturer to affix the BIS Standard Mark on certified products. Unlike the ISI Mark licence, a CoC is product/model-specific and does not require ongoing production-line surveillance.
Can foreign manufacturers apply for Scheme X?
Yes. Foreign manufacturers can apply for Scheme X certification through the BIS Online Portal. They must appoint an Authorised Indian Representative (AIR) — a registered Indian entity — to act as liaison with BIS. Global Approbation provides AIR services and manages the complete application on behalf of foreign manufacturers.
How is Scheme X different from BIS ISI Mark (Scheme I)?
ISI Mark (Scheme I/FMCS) covers ongoing production with mandatory factory inspections and surveillance. Scheme X (OTR) is for batch or off-the-shelf industrial products where full production-line certification is impractical. Scheme X issues a CoC based on product testing without mandatory factory inspection, making it faster and more suitable for complex industrial equipment like switchgear and machinery.
How long does Scheme X certification take?
Scheme X certification typically takes 8 to 14 weeks end-to-end: 1–2 weeks for application preparation, 4–8 weeks for product testing at a BIS-recognised lab, and 2–4 weeks for BIS review and CoC issuance. Global Approbation manages the entire process including lab coordination, query responses and portal submission.
What happens when the CoC expires?
A CoC under Scheme X is valid for 2 years. A renewal application must be submitted before expiry to maintain certification. The renewal process involves submitting updated documents and, if required, fresh testing if the product or the applicable Indian Standard has changed. Global Approbation manages renewal tracking and filing.
