Many products need more than safety and EMC approval to be sold in the US: they must also meet federal energy conservation standards set by the U.S. Department of Energy (DOE). Models must be tested and certified to DOE before they are distributed. ENERGY STAR, run by the EPA, is a voluntary label that major US retailers and utility rebate programmes often ask for. Global Approbation manages testing, DOE certification reports and ENERGY STAR certification for Indian exporters.
DOE vs ENERGY STAR at a Glance
| DOE energy conservation standards | Mandatory. Covered products must meet minimum efficiency and be certified to DOE through its Compliance Certification Management System (CCMS) before distribution in commerce. Rules in 10 CFR Parts 429, 430 and 431. |
|---|---|
| Who certifies to DOE | The manufacturer. For imported products the importer is treated as the manufacturer and includes its CBP importer ID. Third parties such as labs can submit on your behalf. |
| Annual reporting | Certification data must be re-submitted every year by the deadline for each product category. |
| ENERGY STAR | Voluntary EPA programme. Products must be tested by an EPA-recognised laboratory and certified by an EPA-recognised certification body. |
| FTC EnergyGuide label | Required on certain appliances (e.g. refrigerators, washers, water heaters) under the FTC Energy Labeling Rule. |

How Global Approbation Handles DOE & ENERGY STAR
- Coverage check. We confirm whether your product is a DOE-covered product, which standard applies and whether ENERGY STAR is worth pursuing.
- Test plan. Testing to the DOE test procedure; if you want ENERGY STAR too, it is done at an EPA-recognised lab so one test covers both.
- DOE certification report. Basic models, ratings and compliance statements prepared and filed in CCMS with your US importer details.
- ENERGY STAR certification. Certification body review and listing on the ENERGY STAR product finder.
- Labels & annual renewal. EnergyGuide or ENERGY STAR labelling plus annual DOE re-certification reminders.
Already Have a BEE Star Label?
Your BEE star-rating data in India shows your product’s efficiency, but DOE test procedures, metrics and limits differ. We review your BEE and IEC data to plan the minimum extra US testing needed.
DOE & ENERGY STAR: Frequently Asked Questions
Is DOE certification mandatory?
Yes, for DOE-covered products. Each basic model must meet the federal energy conservation standard and be certified to DOE before it is distributed in the US.
Is ENERGY STAR mandatory?
No, it is voluntary. However, many US retailers, utilities and government buyers prefer or require ENERGY STAR-certified products.
Who files the DOE certification for goods made in India?
The manufacturer is responsible. For imported products the importer is treated as the manufacturer and must include its CBP importer number. We prepare and submit the report with your importer.
Can one test cover DOE and ENERGY STAR?
Often yes, if testing follows the DOE test procedure at an EPA-recognised laboratory. We plan it that way to avoid duplicate costs.
Regulations, standards and deadlines change. Scope, testing route and timelines are confirmed product by product after our applicability review. Global Approbation is a consultancy and does not itself issue certificates; approvals are granted by the relevant authority, accredited laboratory or certification body.
