TSCA Title VI: Frequently Asked Questions

Does TSCA Title VI apply to finished furniture?

Yes. Finished goods containing regulated composite wood must use compliant, certified panels and be labelled, and importers must be able to show supporting records.

Is CARB Phase 2 still accepted?

TSCA Title VI is the federal standard, and TSCA Title VI labels have been required since March 2019. CARB certification alone isn’t enough for the US market.

Who can certify an Indian plywood mill?

Only an EPA-recognised Third-Party Certifier. They audit the mill, oversee testing and certify compliant products.

How long must records be kept?

At least three years, covering producer identity, production dates and supplier information, and they must be provided to EPA on request.
