Every product entering Saudi Arabia must be registered on SABER, the online conformity platform of the Saudi Standards, Metrology and Quality Organization (SASO). Regulated products need a Product Certificate of Conformity (PCoC) and a Shipment Certificate of Conformity (SCoC) for each consignment. Electricals also need a SASO IECEE RC. For Saudi Arabia: register the product on SABER through your Saudi importer. Get a PCoC (valid 1 year) from a SASO-approved certification body for regulated products, then an SCoC for every shipment. What is the difference between a PCoC and an SCoC?
A PCoC certifies that a regulated product model conforms to Saudi technical regulations and is valid for one year. An SCoC is issued for each shipment on SABER and must be linked to a valid PCoC before customs clearance.
Who registers products on SABER?
A Saudi importer or local manufacturer holds the SABER account. Foreign manufacturers provide the test reports and technical files.
Does every product need a PCoC?
No. Regulated products covered by a Saudi technical regulation need a PCoC. Non-regulated products are registered on SABER with a self-declaration.
Is a CB report enough for electrical products?
The IECEE CB certificate is the basis for the SASO IECEE Recognition Certificate. It should include Saudi national differences, and the product still needs a PCoC and SCoC through SABER.
