India product certification

India requires BIS certification (ISI mark or CRS registration) for a growing list of products, WPC/ETA and TEC/MTCTE approval for wireless and telecom equipment, BEE star labels for energy-using appliances, and EPR registration with CPCB for e-waste, batteries and plastic packaging. Foreign manufacturers must appoint an Authorised Indian Representative for BIS.

USA product certification

The US market relies on FCC authorisation for anything that emits radio frequency, NRTL listings such as UL or ETL for electrical safety, FDA registration for food, drugs, cosmetics and medical devices, DOE efficiency rules and CPSC certificates for children's products. California adds Prop 65 warnings, and composite wood must meet TSCA Title VI.

European Union product certification

CE marking opens all 27 EU member states plus the EEA. Most electrical and electronic products need a technical file and EU Declaration of Conformity covering LVD, EMC or RED, plus RoHS and REACH chemical compliance. Batteries, machinery, toys and medical devices have their own regulations, several of which change between 2025 and 2027.

Great Britain uses UKCA marking under its own regulations while continuing to recognise CE marking for most product types. Electrical, radio and chemical rules mirror the EU, and the PSTI regime adds mandatory security requirements for consumer connectable products such as smart devices.

Middle East product certification

Saudi Arabia controls imports through SASO's SABER platform (Product and Shipment Certificates), with CST type approval for wireless equipment, SFDA for food, cosmetics and medical devices, and a separate energy-efficiency label. The UAE uses ECAS/EQM and TDRA, Kuwait uses KUCAS, and the GCC G-Mark covers low-voltage appliances and toys across the Gulf. Israel accepts European-standard declarations for many products after its 2023 reform, and Iraq requires a pre-shipment Certificate of Conformity.

Africa product certification

Many African markets check conformity before shipment: Nigeria (SONCAP), Kenya (PVoC), Tanzania, Uganda and Ghana run pre-export verification programmes, Egypt requires GOEIC factory registration and South Africa requires NRCS Letters of Authority for electrical goods. Each country's telecom regulator issues its own type approval for radio equipment.

Asia-Pacific markets run national schemes: CCC in China, BSMI and NCC in Taiwan, the CR mark in Vietnam, BPS/ICC and NTC in the Philippines, KC in Korea, PSE and MIC/TELEC in Japan, RCM in Australia and New Zealand, Safety Mark and IMDA in Singapore, SIRIM/ST/MCMC in Malaysia, SNI and SDPPI in Indonesia and TISI/NBTC in Thailand. Australia and New Zealand also regulate energy efficiency (GEMS / Energy Rating) and therapeutic goods (TGA, Medsafe). Most need a local importer or licence holder, and many accept CB test reports as the testing base.

South Asia product certification

India's neighbours run their own national schemes: Nepal requires NS certification from NBSM for listed products such as cement, steel, cables and LPG equipment, plus NTA type approval for telecom gear; Sri Lanka inspects about 120 designated products at import through SLSI and type-approves radio equipment through TRCSL; Bangladesh has more than 200 products under BSTI mandatory certification and BTRC approval for telecom. Medicines need registration with DDA (Nepal), NMRA (Sri Lanka) or DGDA (Bangladesh).

Eurasia (EAEU) product certification

Russia, Kazakhstan, Belarus, Armenia and Kyrgyzstan share one set of technical regulations under the Eurasian Economic Union. Regulated products need an EAC certificate or declaration of conformity issued to an applicant registered in a member state, after which the EAC mark is valid across the whole Union.

Frequently asked questions about international product certification

Is CE marking valid in the UK?

In Great Britain (England, Scotland and Wales) the UK government has decided to keep recognising CE marking for most product regulations, including electrical, radio, toys and machinery, so many products can be sold with either CE or UKCA. Some sectors, such as medical devices and construction products, follow their own timelines. Northern Ireland continues to follow EU rules and uses CE marking. The PSTI cybersecurity rules apply across the UK regardless of the mark.

Do I need a local representative for Saudi SABER?

SABER registrations are made from a Saudi-registered account, so in practice a foreign manufacturer works through its Saudi importer or a local representative. The Product Certificate (PC) is normally valid for one year per product, and a Shipment Certificate (SC) is issued for every consignment. We coordinate the testing, the notified body and the SABER filing with your importer.

Which certifications does a Bluetooth speaker need for USA, EU and Saudi Arabia?

USA: FCC Certification (FCC ID) because it is an intentional radio transmitter. EU: CE marking under the Radio Equipment Directive (covering radio, EMC and safety), plus RoHS, REACH and, if it has a battery, the EU Battery Regulation. Saudi Arabia: CST type approval for the radio, plus SASO/SABER conformity where the product falls under a Saudi technical regulation. One set of well-planned test reports can usually support all three.

Can I reuse my existing test reports for other countries?

Often, yes. IEC-based safety reports and CB Scheme test certificates are accepted as the testing base by many schemes, including KC, PSE, SASO, NRCS and several Asia-Pacific markets, usually with national differences added. Radio test reports to ETSI or FCC standards can support type approvals in many African and Middle Eastern countries. Some schemes, such as India's BIS CRS and TEC, require testing in a designated local lab.

What is the difference between FCC Certification and FCC SDoC?

FCC Certification is required for radio transmitters such as Bluetooth and Wi-Fi products: a Telecommunication Certification Body reviews the test reports and grants an FCC ID. Supplier's Declaration of Conformity (SDoC) applies to most digital devices without a transmitter, such as many power supplies and computer peripherals: the product is tested and a US-based responsible party declares compliance, with no FCC filing.

Do foreign manufacturers need an Indian representative for BIS certification?

Yes. Overseas factories applying under BIS FMCS (ISI mark) or the Compulsory Registration Scheme (CRS) must appoint an Authorised Indian Representative (AIR) who is responsible to BIS in India. Global Approbation can act as or help you set up your AIR and manage the entire BIS process.

What does a lithium battery need to export to the EU, USA and India?

All lithium batteries need UN 38.3 transport testing to be shipped. For the EU, the EU Battery Regulation adds labelling, documentation and producer (EPR) registration duties in each member state. In the USA, retailers commonly ask for UL 2054 or UL 1642 listing. In India, lithium-ion cells and batteries need BIS CRS registration and the brand owner or importer needs Battery EPR registration with CPCB.

How long does international product certification take?

It depends on the market and product: self-declared routes such as CE or FCC SDoC can take a few weeks once testing is done, while schemes with factory audits or local testing (for example BIS FMCS, INMETRO or SNI) take longer.
