Wooden toys, soft toys, board games, craft kits and educational toys from India are in demand in Europe. Every toy needs CE marking under the Toy Safety Directive 2009/48/EC, based on EN 71 testing. A new Toy Safety Regulation (EU) 2025/2509 has been published: it applies from 1 August 2030 and brings stricter chemical limits and a mandatory Digital Product Passport. Which EN 71 parts do most toys need?
Usually EN 71-1 (mechanical and physical), EN 71-2 (flammability) and EN 71-3 (migration of certain elements). Other parts apply to chemical sets, finger paints and similar products.
When does the new Toy Safety Regulation apply?
From 1 August 2030. Until then, the Toy Safety Directive 2009/48/EC continues to apply.
What is the toy Digital Product Passport?
A digital record for each toy model that replaces the paper Declaration of Conformity under the new Regulation. It must be available for 10 years.
Do I need a Notified Body?
Only when harmonised standards are not fully applied, or for certain toys, through EC type-examination. Most toys can be self-declared on the basis of EN 71 test reports.
